Digital marketing for travel agencies in Morocco: fill your departures

Umrah, organized tours, ticketing, corporate seminars: the hands-on guide to filling your departures when platforms and airlines sell direct.

A travel agency in Morocco won't win against Booking or against the airlines' direct sales: it wins on advice, trust and local payment. So its digital marketing must serve a single goal: starting a conversation, almost always on WhatsApp, then closing it at the office or by bank transfer. In practice, that means campaigns timed to the seasons, a visual catalog per destination, plenty of social proof and a website that asks for a quote rather than an online payment.

Why not try to beat Booking on its own turf?

Because on price and volume the fight is lost before it starts — and on three things a global platform can't do in Morocco, it's won before it starts.

  • Advice — a customer going to Turkey for two weeks with three kids doesn't want 400 results; they want someone to tell them what to choose.
  • Trust — for an Umrah or a $1,490 / €1,490 deposit, people want someone they can go and see in person.
  • Local payment — cash, check, bank transfer, installments: part of your clientele will never pay by card on a foreign website.

So your marketing shouldn't aim for a click to a booking engine, but for a conversation. Everything that follows comes from that.

Which products keep a Moroccan agency going, and why their marketing differs

A Moroccan agency rarely lives off a single product, and each product sells through a different channel. Treat Umrah like a city break and you lose on both.

ProductWhat the customer is really buyingThe channel that sells it
Umrah and HajjSupervision: accreditation, a group leader, the hotel's distance to the HaramFacebook and WhatsApp, word of mouth, videos of previous groups
Fixed-date group toursA date, an all-inclusive price, seats that are going fastMeta ads to WhatsApp, itinerary carousel
TicketingResponsiveness and the right fare, right awayWhatsApp, Google Business Profile, neighborhood reputation
Tailor-made toursSomeone who knows the destination and listensWebsite with quote requests, Instagram, referrals
Corporate groups and seminarsReferences and the ability to handle 40 people without a hitchDirect prospecting, LinkedIn, a dedicated page on the website
Trips for the diasporaThe ticket at the right price and a reliable contact back homeMeta ads targeted by country of residence

A technical point on the diaspora: target the country of residence and the language. Meta has removed many so-called sensitive targeting options, including those related to religious affiliation; don't build your media plan on them. Your creatives — Darija, the dates, the displayed price — do the filtering.

How do you align your ad budget with seasonality?

Seasonality rules everything in this business. A budget spread evenly over twelve months wastes money in February and runs short in April. Concentrate 60 to 70% of the annual budget on four or five windows, and keep the rest as an always-on baseline.

WindowWhat sellsWhen to open campaigns
Ramadan — it moves about 11 days earlier each yearRamadan Umrah, often the peak of the year8 to 10 weeks before the month begins
February and April school holidaysShort family breaks, city breaks5 to 6 weeks before
June to SeptemberTickets and trips for the diaspora, tours, honeymoonsTickets from March, trips from April
September to NovemberCorporate seminars, incentives and group tripsJune and July, when budgets are decided
Long weekends and public holidays (May 1, Throne Day, November 18)3- to 4-day getaways: Istanbul, Andalusia, Dubai3 to 4 weeks before
The rest of the yearUmrah outside Ramadan, ticketing, tailor-made tripsA constant baseline budget, never cut

The baseline budget isn't a luxury: it feeds your retargeting audiences during the slow months. Without it, every campaign starts from zero and costs more.

How do you fill a fixed-date departure with Meta ads?

An organized departure fills up with a campaign that has a deadline, not with a page that runs all year. Take registrations closing on day D and a $1,000 / €1,000 budget. The breakdown that works:

  1. D-60 to D-45 — announce (20%, i.e. $200 / €200) — a 20- to 30-second video about the destination and the date, with a reach objective. You're not selling yet: you're building the audience you'll retarget.
  2. D-45 to D-20 — sell (50%, i.e. $500 / €500) — a carousel with the day-by-day itinerary, the hotel and the all-inclusive price. Conversations objective, with a button to WhatsApp.
  3. D-20 to D-7 — follow up (25%, i.e. $250 / €250) — retarget people who watched more than half the video, visited the page or opened a conversation without paying a deposit. Message: seats left and the deadline.
  4. D-7 to D-2 — close (5%, i.e. $50 / €50) — one audience, the warmest, and one message: last seats.
  5. After the trip — capitalize ($0) — photos and videos of the group on location become the ad for the next departure.

Expect $0.50–2 / €0.50–2 per WhatsApp conversation opened, depending on the destination and the season. A 25-person departure rarely fills with fewer than 150 conversations: plan for the volume, and above all plan who will answer.

Destination carousels and catalogs

The carousel is the natural format for this business: five to eight visuals, one per stop or per hotel, with the price on the first. Beyond about ten destinations, switch to a catalog: you feed a product feed (destination, dates, price, visual) and Meta ads rotate the whole lot without you building one campaign per offer.

💡 About the ad budget: at ANIMA, you pay it directly to Meta or TikTok; we take no commission on it. The ad account, the pixel and the audiences remain your property.

WhatsApp: where bookings get closed

In Morocco, a travel booking almost never closes on a form, but in a conversation. WhatsApp isn't an after-sales channel: it's your front desk. What to set up:

  • A dedicated WhatsApp Business number, separate from the manager's personal phone, with several devices connected in high season.
  • A catalog with your departures, their dates and their prices: customers scroll instead of asking.
  • Quick replies for the itinerary PDF, cancellation terms, payment methods and the deposit.
  • Labels — quote sent, deposit paid, to follow up — or you'll lose bookings in the thread.
  • A response time you display and keep: under 10 minutes at the height of a campaign. It's often your first argument against a platform.

Your past customers are your best audience for a new departure, provided they've saved your number and accept your messages. Our guide to WhatsApp Business in Morocco details the setup and the rules to follow.

What website and what social proof for a travel agency?

A website that asks for a quote, not a payment

For a Moroccan agency, quote requests convert better than online booking: your value lies in putting the trip together, your availability changes, and some of your customers pay by means other than card. A booking engine is expensive and puts you head-to-head with platforms that have a thousand times your budget. Here's what's enough:

  • One page per flagship product: Umrah, Turkey tours, corporate group trips.
  • A “from” price on display — without a price reference, visitors leave.
  • A short form: destination, approximate dates, number of people, WhatsApp number.
  • A WhatsApp button visible on every page, and your license number in the footer.

That's the kind of website we build as part of our website design service in Morocco: a few solid pages, fast on mobile, geared to quote requests.

Social proof: group photos and Google reviews

In this business, proof is worth more than argument. A photo of thirty people in front of their hotel, taken on the last departure, is more convincing than any promise. Photograph every group and ask for permission to publish.

Google reviews play the same role for ticketing and tailor-made trips, where people look you up by name before calling. Ask for the review after the trip, never at the moment of payment, and reply to every one — including the negative ones. Our article on Google reviews and customers in Morocco lays out the method.

Umrah and Hajj: what you can advertise, and what depends on your accreditation

You can advertise Umrah and Hajj on one condition: being authorized to sell them. It isn't a marketing question but an accreditation one, and it's where an agency puts itself at risk the fastest.

In Morocco, every travel agency operates under a license issued by the Ministry of Tourism, under Law No. 11-16 on the status of travel agencies, promulgated by the dahir (royal decree) of January 9, 2019, which replaced the former Law 31-96. It distinguishes two categories: travel organizer-distributor and travel distributor. For Umrah and Hajj, an authorization from the Ministry of Habous and Islamic Affairs is also required; authorized agencies appear on a list published for each season. Hajj is regulated even more strictly: the quota granted to Morocco is split between an allocation supervised by the ministry and an allocation entrusted to accredited agencies, and registrations go through a public lottery. In a recent season, the agencies' share represented about one third of the national quota.

What this changes in your communication:

  • Display your license and your authorization — your license number on the website, your authorization reference on your Umrah and Hajj materials. It's your first argument for trust.
  • Never promise a Hajj place — it depends on a quota and a lottery, not on you.
  • Don't guarantee a visa — you can describe how you handle the paperwork, not its outcome.
  • If you sell through an accredited agency, say so and name it — pilgrims must know who is organizing the trip and who will be their point of contact on site.
  • Stay factual about accommodation — the real distance to the Haram, the hotel category, the number of people per room. That's where disputes and bad reviews are born.
💡 Verify, don't assume: this describes the general framework; it is not legal advice. Before any Umrah or Hajj campaign, have your situation confirmed by the Ministry of Tourism, the Ministry of Habous and Islamic Affairs and your professional federation.

Frequently asked questions

What ad budget does a travel agency in Morocco need?

Expect $499–1,490 / €499–1,490 in ad budget to fill an organized departure, spread over the six to eight weeks before registrations close. Over the year, an active agency generally spends $399–1,190 / €399–1,190 per month, with clear peaks before Ramadan and before summer. On top of that comes an agency's management fee: $149–2,490 / €149–2,490 per month depending on scope. The full cost breakdown is in our guide to Facebook and Instagram ad prices in Morocco.

Am I allowed to advertise Umrah in Morocco?

Yes, if you are authorized to sell this product. A travel agency operates under a license issued by the Ministry of Tourism under Law No. 11-16, and organizing Umrah and Hajj also requires an authorization from the Ministry of Habous and Islamic Affairs; authorized agencies appear on a list published for each season. Your advertising may describe your program, your hotels, your supervision and your prices, but it can neither guarantee a Hajj place — allocated by lottery within a national quota — nor promise that a visa will be obtained. This is not legal advice: have your situation checked by both ministries.

Do you need a website with online booking and payment?

Rarely. For a Moroccan agency, a website with quote requests converts better: your value lies in putting the trip together, your availability changes, and some of your customers pay in cash, by check or by bank transfer. Plan one page per flagship product, a “from” price, a short form (destination, approximate dates, number of people, WhatsApp number) and a WhatsApp button on every page. A booking engine is expensive and puts you head-to-head with global platforms.

How do you sell a trip on WhatsApp without spending all day on it?

Switch to WhatsApp Business, with a number separate from your personal phone, and prepare the essentials in advance: a catalog of your departures with dates and prices, quick replies for the itinerary PDF, the terms and the payment methods, and a greeting message that states your response time. Label every conversation — quote sent, deposit paid, to follow up — so you don't lose a single booking in high season. Our guide to WhatsApp Business in Morocco details the setup.

How do you reach Moroccans abroad for summer trips?

Open campaigns from March for tickets and from April for trips, targeting countries of residence — France, Spain, Belgium, Italy, the Netherlands — rather than affiliation criteria, which Meta has largely removed from its targeting options. What works: creatives in French and Darija, departure dates on display, the all-inclusive price, and a WhatsApp conversation as the end point. The time difference is small: your response hours stay compatible with your customers'.
